摘 要

我国信息服务市场还处于初级发展阶段，仍有相当大的发展空间，电子政务建设引发的信息服务将不容置疑地成为未来IT业竞争的重点。而电子政务的规划，系统分析与设计关系到电子政务的发展，本文首先介绍了电子政务的基本概念等基础知识，从电子政务的发展历程及国内外发展状况出发，为规划和设计电子政务系统提出了基本的建设理念和构架，并以电子政务的实现为目标，描述了电子政务的规划，系统分析与设计的思想与方法。
